Samuel R. Mestayer, PE*
Principal Engineer/Owner
Mr. Mestayer is the Lead Professional Engineer with over 10 years of experience in projects that include stage 0 planning, roadway design, bridge design, topographic surveys, hydrologic & hydraulic analysis, environmental permitting, construction administration, land development, utility coordination, and land acquisition. He has led the design of over 40 state and local projects, including bridge replacements, new high-speed corridors, roundabouts, interchanges, roadway widenings and pavement preservation projects. His primary functions include roadway geometric design, project management, project delivery, roadway corridor modeling, drainage analysis/design, and plan preparation. Mr. Mestayer has worked at LADOTD where he has gained critical knowledge in transportation and infrastructure engineering. Mr. Mestayer has experience involving transportation and renewables projects that are over $50+ MM Construction Cost. He has worked on the first ever LADOTD Rural Bridge Replacement Initiative and led the design of over 22 bridge replacements for that program. He has also worked on the first Bridge Bundle Program through the Office of Louisiana Highway Construction where he designed and managed 8 bridge replacements from concept to completion.
